The Federation of Motorsport Clubs of Uganda (FMU) general assembly has upheld the decision of the Executive Committee that saw the suspension of some its indisciplined management members.
The said individuals including club members plus three members of the executive; Vice president administration Shemmy Ssenkatuka, Vice president motor rallying Jeff Kabagambe and assistant General Secretary Ernest Ziwa particiated in an illegal event Afrika Kwetu last year.
Ssenkatuka and Kabagambe, had a few days to the annual general assembly tendered in their resignations hoping to avoid the embarrassment of being paraded before the AGM for their role in the unsanctioned event.
The August House that sat at Kabira country club,Bukoto Kampala,on Saturday passed a vote on the matter, having 34 delegates agreeing to the decision that was taken by Excom,as 21 other members wanted the affected members reprimanded.
Earlier on, as FMU president Dipu Ruparelia who chaired the assembly made introductory remarks, there broke out a fracas stage managed by one delegate Geoffrey Nsamba (who came with an NTV crew) through seeking a procedural matter as to why there was deployment of security personnel within the assembly room.
Nsamba demonstrating before news cameras,raised his voice high to capture attention when asked by the chairperson to hand over the mic to others whose hands were up too (which he vehemently refused).
The matter then came to a settlement when the majority agreed to have have security around.
The president continued with submission of his reports,which included the achievements attained in scarely two-year Covid19 affected times, like ending a successful championship calendar 2020-21, ensuring full operation of systems and structures that have been put in place, empowerment, being functional and accountable.
He emphasised that the establishment of working Committees like sporting commission, (thats now fully constituted after election of Rey Kadok Kibira as deputy vice president safety,Touring and vintage) are steering things in the right direction.
The marketing commission has made tremendous inroads in securing partnerships for FMU,these have helped raise the Federation profile, as they are on the verge of signing a championship as well as a fuel sponsor for multiple years.
Amongst the challenges he outlined desire to have a functional National Appeals Committee to dispose off all pending appeals, a disgruntled Senate that has failed the enactment of the latter.
There’s also lack of cooperation and cordination from some members of management in particular, the rallying docket and misconduct of the persons of assistant general secretary ,whom is said to have disrespected officers of the Federation and publicly continues to make toxic statements against FMU and its officers on social media and different radios.
Motorsport too was dragged to court by one of the club official Jared Kalera following his suspension, appreciatively the courts of this land kicked out the case for lack of substantive cause.
On the way forward;
Fmu president outlined the need for a constitutional review,a thing he says the legal and disciplinary committee(LDC) were given the mandate to complete the process and bring it to the assembly.
He requested the assembly to give LDC the autonomy to institute punitive measures independently and management committee enforces the decision.
Capacity building; Fmu has started conducting capacity building programmes for various categories i.e held a workshop with Competitors ahead of the release of the 2022 NCR’s.
Preparations for the forthcoming FIM Motocross of All African Nations championship(MXOAN) and the Pearl of Africa rally that didn’t run last year are in high gears.
The assembly endorsed the suspension of the three Mgt members; as earlier decided by the Excom.
The assembly also granted Excom the mandate to appoint the National Appeals Committee (NAC) within 30 days.
The NAC shall then set set a plan to deal with appeals within a stipulated timeline,.
Only appeals addressed to it shall be handled.
The assembly further granted the Excom the mandate to appoint the Audit and Electoral Commissions. These shall be named at an EGM in 60 days.
A fully signed audited report shall be presented at the EGM in 60 days.
The assembly approved the affiliation of Uganda Bikers Association.
Recommendations; The process of a constitutional review is expeditiously handled.
