FUFA has revealed that Vipers have not yet fulfilled any of the club licensing requirements to take part in the 2019/20 league season which is expected to start in September.
The FUFA Club Licensing Manager Ivan Kintu Bayige confirmed the development to the media when issuing out updates on the Club Licensing exercise during the weekly press conference at FUFA House Mengo on Wednesday.
According to Kintu, this season’s club licencing program started on February 19, with education and sensitisation seminars. And the deadline had shifted from 11th June to 21st which dates have expired, and only two clubs have managed to make it for a lincence.
“I have done a number of one on one with clubs to ensure that they understand what’s exactly in the minimum requirements” noted Kintu.
“SC Villa, Police FC, Kyetume FC, Onduparaka FC, and Tooro United FC have submitted 10% while Vipers SC has not submitted any requirement so far. KCCA FC and Proline FC have already met all requirements and have received their licenses.”
Club licencing, is a club development tool FUFA appreciated far back in 2008 and later in 2012 was put in FUFA statuette, it was a programs iniated by FIFA, later adopted by CAF and its member association where FUFA is one.
It’s like a roadmap/schedule or action plan provided by club licencing unit which clubs in the league have to follow for a particular season.
Club licencing manager, also revealed that for the player to be registered come next season 2029/20 must have an intermediary, and in that regard FUFA has organized a course and registration opened today to 15th July at a cost of 250,000 ugx, and the program will be given to the participants that would have applied fully.
All the 16 clubs competing in top flight must atleast submit in minimum requirements passed by executive committee for them to qualify for only inspection (which is category A according to FUFA) and these requirements were put in different criterias as follows:
*Administrative and personnel criteria which include thing like club ownership, safety and security,coaches on a club with their qualifications and medical personnel.
*Legal criteria which cover things like application for club licencing, club statutes for FUFA approval, club ownership registration to FUFA, FUFA compliance form F901 and COR.
*Finance criteria which include submission of club’s seasonal budget, current bank statement, proof of club CEO as signatory on club account, previous income and expenditure statement of accounts.
*Licence application identity and address which including high resolution logo in electronic format, Nickname of the club, motto/slogan, one page history of the club, physical samples of full set of the Home and away kit, physical address of the club offices, Email and postal address and official digital platforms of the club.
*Infrastructure criteria which mainly covers the whole stadium and its condition and everything about it, offices with internet, computer and fittings, fixed telephone and training grounds and everything about it like tenancy agreement.
After inspection ,(category A), the licencing committee will undergo detailed evaluation (category B) of each criteria mentioned above to see which club qualifies for a license. And according to the committee, the club which will score 70%-100% will get full license, 56%-69% will get provisional license till midseason, 46%-55% will only be given a specific period of time to submit missing requirements and 0%-45% won’t be given licence.
However, after FUFA realising that teams in previous seasons have been doing fairly well in 4 criteria which are sporting, Finance, legal and administrative criteria but not doing exactly well in infrastructure criteria, the club licencing unit decided to put more emphasis especially on the issue of the stadiums by adding more three (3) requirements which include well furnished dressing rooms, sanitary facilities and physical separation of fans on the two which included a full green flat pitch and internal perimeter fence to make a total number of five and no club will be allowed to host any game if it fails to meet all the obligations.
