Balinya leaves Police FC after two years, joining in 2017/18 season from Lweza FC. He had stints with A.S Port (Djibouti) and Vipers SC.
He joins a decent list of Ugandan players to have played for Yanga SC that include Emmanuel Okwi, Diego Hamis Kiiza and Steven Bengo among others.
Yanga FC has won the Tanzanian mainland league title 27 times, Tanzania Cup five and CECAFA cup four times.
